New time zone and DST data

Russia
On March 27, 2011, 3:00 local time, Russia has been adjusted the clock to +1 for the last time. Since then DST is no longer in effect in this country.

Also, instead of 11 there are only 9 time zones now in Russia.
Samara and Udmurtia regions now live on Moscow time (MSK+1 before).
Chukotka (Chukchi Peninsula) and Kamchatka now in MSK+8 time zone.
Kemerov region now in MSK+3 time zone.




Belarus
DST is no longer in effect in this country from fall 2011. Belarus time is now always GMT+1
